Okay, so I'm set to start looking for roleplays. But this place seems to have a few game mechanics that I'm not used to.
When posting a comment, I'm given the option of adding a dice roll. What is this function used for?
Also, on certain posts, I noticed percentile based scores like:
Combat 80%
Magic: 80%
How are these utilized?

Dice rolls are not used at all most of the time, but some people like to incorporate them into their particular plots. You can read more about how they might be used here: http://www.rprepository.com/help/dice-primer
But unless someone says they're going to use them, they probably aren't.
The percentages are just there to help people find a setting or plot that suits their tastes. It indicates how prevalent that thing is planned to be in the RP. For example, a RP with 50% combat might balance character development with action packed fight scenes, while a RP with 100% combat would essentially just be a plot about being in the thick of a war, or perhaps arena pit fighters squaring off against one another.
A setting with 0% magic might be very "real world," while one with 50% might be a little like Harry Potter - there's lots of magic out there, but to most of the human population, it's not known about. In a 100% magic universe, everyone knows about magic and having access to some level of it is quite common (most D&D universe are like this -- parties of wizards and magical paladins are just an accepted part of life.)
If you go to the "Find RP" page, and choose "Join a game," you'll get to use sliders to set a range for how much magic you're in the mood for. Those sliders will explain what each setting might mean when you start to use them. Then it will run a search on the forums for topics that match those settings.
