It may be invented, and i may not just know how to do it but what if there was a button or BB code to let you share a picture from your computers pictures, or your mobile devices gallery in the forums and or PM's? I know we have the button that let's you paste the URL of a picture,([IMG,] [/IMG,]) but why can't there be another button in the (i guess its called toolbar) in case you want to show somebody a picture from your computer, that you have no URL for?
Example: Pretty much like what you can do when uploading a characters profile picture, pick it from the device.

Hi! I've been on a few forums with this feature available, I think I might be able to explain why this one doesn't use it.
I'm not an expert on this, but I do know that hosting images takes up a lil' bit more data than just regular ol' text. Seeing how data costs money (you ever use a Mobile Plan? That stuff's expensive.) And to upload images to be hosted permanently on a very temporary forum topic (when you can easily just upload to imgur or tinypic or another free hosting site and link from there) is both a waste of money and space.
RPR is an independently owned site, and Kim supports it on her own (using money from the advertisers and from Epic members), and there is only so much space on the site. It'd be a shame if the RPR had to close down because everyone was too lazy to quickly open a new tab to show their friends their pictures!

Oaky is on the right track. Pictures cost money. If you want to share a picture from your computer, it has to be uploaded to a server online where others can access it. If we provided this service for you, we'd essentially be offering unlimited free image hosting for everyone on the site. This is its own business model entirely and not something that we can support without plastering the site in huge numbers of ads.
We already have gigs upon gigs of images uploaded to character galleries, and the number of images we can offer to host for free per character is pretty restricted. This is why Epicness is a requirement for uploading large numbers of character images -- you upload them once, but we pay to store them forever.
