Admiral Carter is the head of the NSO, leading his forces and defending Earth and her Colonies while commanding his own ship, "The Morning Sun". His father was also a Admiral 5 years prior to him, and ever since he took the riegns he has been taking steps to fix a lot of problems his father left behind, as due to his father, and incompetence from the NSO as a whole, many mistakes were made like the cause of a Galactic Civil war, and the lost of Pioneer Team 21. Though he is young he is doing well for the NSO, and has put the force in a better light. All following documents are reports from him personally.

"Clay Lachlan was a steel worker in Australia for the better part of his life. His story is a simple and straight forward one, as he just saw posters hanging around asking for members to join the NSO during the Civil War. What is interesting however, is that Lachlan has served in a wide variety of fields, first starting out as a infantry man, then moving on to become a field engineer, then becoming a recon specialist, then becoming a hostage search and rescue expert. For about 10 years he would jump between all kinds of occupations before settling in his current one, pilot. He was rather decent at everything he has done, but once he got in the seat of a Jatayu-97 he became one of the best pilots we have. He said himself that, 'It took a lot of searching but I think I found were I belonged' after his first successful mission. He flew with a flight squad that called themselves the Bushwackers for a while until Noah Hjalmar was in need of a pilot for his expeditions. Noah himself was trained to be a pilot until his incident, and for that sentiment I wanted to give him the best I had to offer. Noah has gotten along quiet well with the Clay, and the chemistry has worked out well enough to keep the two together for a few years now, so as long as nothing happens I plan to keep Clay stationed with him."
"What can I really say about Sara Downs? She is highly intelligent, explorative, and outgoing. She has studied in biology, genealogy, geography, zoology, medical science and astronomy. I have established her in multiple Planetary expeditions as she is essentially a one man exhibitionist. With her I don't really need a team of scientist to preform all these task. This can sometimes get to her head, and she can become a little difficult to work with when she starts to feel a little cocky, but she is still a great component in a expedition none the less. She had actually came up with the idea of making contact with Cerberus herself, I was not at all willing to go forth with the idea, especially when she suggested she join the expedition, there was just too much at risk. But I agreed after a while. If for no more reason then to try and put to rest what happened 20 years ago. I let her assemble the team she wanted, and she said she wanted to keep it small this time, as she feels part of the mistake made all that time ago was trying to send in too many people on a large ship, and if they could just take about 5 or 6 in a small and nimble ship equipped with everything it needs to survive all types of EMP's and atmospheres, things should be smoother. We have been working for a few months on getting development started, and now we are ready to enlist the team she wants. I just hope she is right about this."
