Over the course of his death and becoming 'reawoken,' Chara's power continously grew. Each and every time a human fell, and was killed by Asgore or another monster, Chara 'grew' by the violence. Now, here's where Chara's real power began to awaken, and one where most people, Sans especially, would wish he didn't..
Chara has "complete" power of the option of resetting the timeline, one that even can or will overpower even Frisk's own will and want to do so. He is completely capable of resetting or erasing entire timelines if given the chance and the power, or even reality ITSELF of said timeline, as long as certain conditions are met, and only made it easier for him to do the higher his LV.
And he knows he has this power, too, and he's very abusive of it, especially since he's been casted away from his home timeline, which he and Sans destroyed. Currently, Chara has a few timelines under his belt that he has 'destroyed,' but because his 'coding' is programmed to his base one, which he can't go back to willingly, due to his Sans, his EXP will never hit enough to the number needed to hit LV20. Because of this, Chara's 'reality erasing' is actually flawed, and does not always work.
Chara should be stopped by any means necessary, and saying 'any means necessary' really does mean 'by any means necessary,' or he will continue to literally erase the reality of timelines, over and over and over again, until someone stops him. It's not fun for anyone, especially those involved.
A note.I know this sounds very OP, but it's sort of canon. I promise you, as a role-player, I don't abuse this at all. I'm very mature and responsible when it comes to the 'power to destroy realities.' His isn't even completely flawless, anyway.
To clarify: because Chara was pulled abruptly out of his timeline by Sans trying to erase him from existence, he's unable to gain anymore EXP and thus will not ever hit the final LOVE to gain 'god status' to be able to do so.
