Nope. They are alphabetical.
Oh, I see. It threw me off because I have one group that starts with a lower case letter and it gets pushed to the bottom of the list.
So A-Z-a-z.
I'm sure there are 3,729 things ahead of it in priority, but it'd be kinda nice to be able to order them and toss the ones that I don't use as often to the bottom.

That's pretty bizarre! It should not be case sensitive like that. Send me a bug report with the deets?
