Don't try to put logic into Pokémon. It'll drive you insane. Literally. And then you'll be easy pickings for ghost types.
Actually I'd imagine it's by example-- you play the disc/TM-HM Device on a lil' disc player, the Pokémon watches it, it gets a revelation and goes "OH OKAY DAT'S HOW U DO IT" and practices the attack.

Ahhh... I love this kind of stuff.
What comes to mind is that the tm sends powerful data streams into brain of the pokemon, implanting the skill. I saw something in the pokemon manga, a trainer bought Mimic, opened it around an Eevees head, and little spark things shot out and boom, there you go.
