Right now we can add forum sections to our forums, but is there any chance we could also get categories? Being that everything kind of condenses together and it's hard to tell what's what.

Are you meaning per forum or per topic?

So let's say we have some forum sections that are for one faction, we'll name it the Emerald Conclave.

Then we have some other forum sections for the Ruby Empire.

We'll have our forums look like this:

In Character (you can't post here because it's a category)
--Stuff (you can post here)
(description)
--Things (you can post here)
(description)

--spacer here--

Out of Character (you can't post here because it's a category)
--Stuff (you can post here)
(description)
--Things (you can post here)
(description)

--spacer here--

The Ruby Empire (you can't post here because it's a category)
--In Character (you can post here)

--Out of Character (you can post here)
(description)

The Emerald Conclave

And it just feels cluttered.

From your example, it seems like we're talking being able to add titles when adding/arranging forums. This is possible!

It's mainly an organization tool, so we can see clearly what is what.

The category could even be filled with a different color, like the Border color, and that will help us to split the forum up nice and neat.
