I've noticed a few cat threads on here, and there appears to be quite a bit of cat owners on here as well, so I figured this was a pretty good place to pose this situation:
My cat Todd will randomly freak out about going outside. Usually at night. He starts yowling loudly, and freaking out trying to get out the door to the point of trying to turn the door knob with his paws. I couldn't understand it, because it isn't constant at all.
Then tonight I get home and I hear meowing right outside of my car. Worried it might be one of my cats, I look around and see this gorgeous short haired alley cat with a Siamese colouring. I'm pretty sure he's the reason Todd freaks out so much at random times.
I couldn't tell if this cat is sick, or just beaten up by ally cats so I didn't touch him. I also can't tell if he belongs to someone or not. It looks like milk had been left out for him, but he was just lounging around the door and the people who live there raise bulldogs. If I see him again, I'm thinking about taking him to a vet to make sure nothing huge is wrong with him, then taking him in...but Vets are expensive, especially for a college student, and I don't want to just up and steal someone's cat. Any advice?

Well, if he'll let you get close enough you can see if he's got on a collar. You could always ask your neighbors if he belongs to them, or if you are able to catch them, sometimes vet's will check for a microchip for free. Let us know how it turns out! 
is your male neutered? The behavior would almost think the one outside is female. Regardless, loki's advice is solid. Just make sure it doesn't look mangy or act aggressive. Personally i would ask around... Maybe call the pound and ask if anyone reported a cat with (description)?
The stray wasn't anywhere to be found this morning, so I wasn't able to take any action after all. I'll still be keeping an eye out for him though, and plan on contacting a local vet and ask about bills. Thank you everyone for your advice!
