I THINK I know where a topic I want to create in forums goes, but I rather ask/double check to be safe than sorry.
On Pinterest I save a bunch of stuff I "pin" to a board of mine I called "Writing Tips".
The tips range from "What to put in place of the word 'Said'" to things like "33 ways to write a strong character".
I believe a topic like this would go here in the "Help" section, but I am not fully sure. Where SHOULD I put my writing tips topic, so to help out fellow writers?

Oh! Since your tips are helping fellow writers with their RP skills, it would go into the RP Discussion forums. That's where writing tips and things of that nature are usually placed.
The Help section is more for general problems with site navigation, asking how certain features work, and other issues of the like. Hope that helps a little!
