1: How can I lock forums to where only I can create a topic? I want them to be able to write in a topic made, but not make one.

For your first request, that is not currently a feature that we offer.
For your second request, the auto generated pages are in the order that they're in. You cannot rearrange them. To make the announcement page go away, just delete all your announcements. Pages that don't have anything to display won't show up in your navigation.
