New to this website, old to rping. Only did it on Gaiaonline and now the scene is pretty dead. I've peeped thru and haven't really been able to get the answers myself of how things go down so here goes with a few questions (I'm sorry)
Is it preferred to not stylize a post with pictures of your character?
Can you request that people who join have a style of picture for characters? (digital/anime/real life)
I've seen rules stating forms and filling them out?? Where and what are those?
So far those are my top questions right now (and the only ones I can think of)

Hi there karrotjoos (love the punny name btw, hahah), welcome to RPR! As you will soon see the community is fun, friendly, welcoming and helpful! If you haven't yet, we recommend browsing the tutorial, it's got a ton of helpful tips and guides for all sorts of different RP-related subjects, from making characters to looking for RP partners--even experienced roleplayers may find things they hadn't thought of, I know I sure did. 
And if you're still not sure about something on the site after checking out the tutorial, feel free to ask questions of the mods and anyone else who offers to help.
If you're hankering for some specific kind of RP, we have an awesome Find RP tool that has a bunch of neat filters and stuff you can use to look for particulars. If you just wanna browse, you can go straight to the Looking For RP forum and see if anything there catches your eye, or even post ideas of your own!
Or if you just wanna chat for a bit as you decide what kind of characters you want to make, we have a place for Smalltalk too!
And above all...hope you have fun and stick around a while to make a bunch of RP friends! These people being friendly sure helped me decide to stay, too, when I was new!

Now in answer to your questions:
- Preferences vary from person to person, there is no mandate to do things just so all the time everywhere.
- The person who proposes an RP in a public forum, whether 1x1 or group, generally specifies their preferences in said proposal, while those who respond are to understand that the general idea will be to abide by those conditions (including picture style if you really want that), except those the original poster might be willing to negotiate on.
- The only forms to fill out are the customizable widgets on the character editing pages--any mandated rules would vary from group to group dependant on who runs those groups, as the site of RPR itself doesn't limit one's creativity (except to ask that you keep things Safe For Work on public forums).
