I want to make a comic/and or manga but I'm not very good at drawing and I am very bad at using a PC. And even if I was good at drawing I don't know how/don't have the tec to put my drawing online.
Should I give up?

Personally I don't work on comics / manga myself, but I do follow a lot of artists on twitter who make webcomics, and the one piece of advice that all of them tweet about on a regular basis?
Just get started.
That seems to be the consensus around comic artists, so far as I've seen, is just start. Your art will grow, your page composition skills will grow, your writing and story telling abilities will grow, etc. etc.
Again, I'm not a comic artist myself, but I would definitely suggest finding some comic / webcomic / manga artists to follow around social media. At least the ones I follow are super cool about just randomly throwing out advice all the time :>
