    Overview
    The Urban Stabilization Bureau (USB) is a hollowed-out pseudo-government that issues control contracts to private military and surveillance firms; most aligned with megacorps. It uses perception control, not law enforcement. Its true purpose is to filter the narrative, maintain public complacency, and absorb blame when control fractures.
    Think: FEMA meets Blackwater meets a PR firm.

    Founded: 2027 under the Civil Security Act (Mayor Irena Calder’s legislation)
    Nature: A pseudo-governmental agency that doesn’t enforce laws directly, but brokers control contracts between the city and private military/security firms.
    Function: Maintains the appearance of order, not actual justice.

    Leadership
    Bureaucrats and corporate liaisons run the Bureau—careerists in crisis management, propaganda, and budget oversight rather than elected officials.

    Core Operations
    Contract Management: Hires and licenses corporate militias (Praetorians, Apollonis, Centurion, etc.)
    Narrative Control: Shapes media coverage through Krypteia Media and controlled city messaging.
    Surveillance Oversight: Integrates with the SilverEye Surveillance Network, a predictive, non-sentient AI.
    Public Interface: Handles press releases, staged “community outreach,” and manages blame for scandals.
    Control over CPD: The Cascadia Police Department remains the official law enforcement body, but the USB filters funding and contracts, forcing CPD dependency.

    Underworld View: The Bureau is both enemy and opportunity - bribes, leaks, and sabotage of USB contracts are lucrative business for those bold enough to try.
