    After the Civil Security and Urban Stabilization Act of 2070, licensed private firms gained expanded authority to act beside public law enforcement during designated security operations. Private security became one of the defining forces of GHC, and eventually other major cities in Cascadia. Some licensed firms operate like bodyguard agencies. Others resemble corporate armies with legal departments.

    The criminal underworld of GHC has layers, and survival can sometimes depend on knowing whose colors are on the wall before you turn down the wrong street. GHC has hundreds of factions, though most never appear on official threat maps until they burn something important.
