    Kai was born a siren, in a great ocean which once was an open beach, but one fatal day.

    A person spotted him and screamed "Monster!" They all fled the beach, and as the police came.

    They struck him multiple times with harpoons before he swam away. Shortly after they closed the beach leaving it abandoned.
    They put up fences all around the beach closing it off forever, as they put up warning signs they locked the gate shut.

    So no one gets in and no one gets out. They still say the monster swims there lurking for someone to lure and capture.
