• Appearance

  Victor is a 6'3 Caucasian human with defined muscular structure. Multiple scars and tattoos adorn his figure, most placed there to disguise the surgical scars left from the multiple experimental procedures performed on him prior to his adolescence. His right arm is tattooed in a sleeve of various images and words varying in vulgarity. On his left a single ace card, with a violet fleur de lis in the center, is tattooed on the underside of his forearm.

• Origins

  Victor was orphaned at an extremely early age on planet that was just beginning to be colonized by the Federation of Allied Systems. The official headlines read that due to the extreme distance and lack of cross-sector communication, Victor became a ward of the state - then faded in anonymity. The reality was much darker.
  
  Victor's existence was an experiment. When his mother became pregnant, her trusted obstetrition - her doctor - received orders to alter the pregnancies course. Victor's procedures actually began when he was still in his mother's womb. Exposure to experimental chemicals and his lack of obvious birth defects at birth marked him for further experimentation. His family's death was no accident, and he didn't simply become an orphan, Victor developed as a guinea pig.
  
  His first surgery was as an infant, when he was implanted with synthetic neurological organs in his brain and along key points of his nervous system that were supposed to allow him to develop telekinetic abilities - if the child survived, and the surgery was successful. Luckily for Victor, he was not the first subject - he was designated #362. He was the first arbitrary success.
  
  Victor's abilities advanced phenomenally, considering his lack of experienced trainers and that he was the first person to be able to exhibit any modicum of control over his powers - subjects 286-363 literally destroyed their own bodies with telekinetic force as the synthetic nodes took root and connected with the brain. Using his telekinetic powers causes him mental pain that corresponds directly to the amount of effort he must exert. Small acts, such as knocking over a lamp or adjusting a dice roll can be repeated multiple times with little effect. Doing something like stopping a bullet would cause a headache, stopping three would cause a migraine, stop more than that and he would probably lose consciousness. But there are many significant acts that require little to no effort, such as severing a spinal chord or telekinetically lobotomizing an individual who would threaten the state, which was precisely what Victor was trained to do.
  
  Because of his inability to be totally dependent on his telekinesis, Victor was also put through vigorous physical training and physical augmentation. He was infected with an engineered virus that altered the genetic structure of his muscle cells, enhancing his physical strength. When he wasn't physically or psychically training, his intellect was honed. The teachings of Sun Tzu and like-minded individuals formed a large part of his curriculum, and he also learned more than the basics of modern sciences and mathematical principles. There was much work and little play for the bright boy.

• The Federation

  The Federation is a loosely-allied collective of sovereign intergalactic states that often engage in trade, communication, and black operations against each other. Victor's native branch of government is that of The Orion Sector, which has the largest population of people.
  
  

  Intergalactic Travel

  
  In layman's terms, intergalactic travel is achieved by punching a hole in the fabric of space-time and going through it. This process is both refined, and largely inaccurate. It can accurately project entire fleets of intergalactic vessels into another solar system, but opening such a hole near an inhabited planet or within a planet's atmosphere is wildly dangerous. The process cannot yet be navigated so precisely, although there are many private sectors endeavoring to make that possibility a reality.
