This thread is mostly for specific villains who were part of a governmental experiment nearly five years ago meant to eliminate all powered people should the become a threat to the government. One such experiment was performed eight years ago, but failed, resulting in Retribution and a few others being set loose. This time, however, the project was successful. If anyone else wants to be part of this, you’ll need to apply with a villain separate from the one used to apply to the villain thread and submit it here. At the most, I was thinking of either seven or ten members. Thanks for your consideration.
