A highly energetic, aggressively cheerful woman who likes to prioritize having fun and sharing her energy with others. She spent a long time figuring out who she was after the war took everyone she knew from her, spending the years metamorphosing into someone better. Now her goals have stretched beyond survival, a thirst for life renewed, and with it a passion for freedom and justice. She’s ready to give her all in making the city a better place!

While already something of a contrarian for harboring conspiracy theories and wild dreams, she also seems to have a lot less animosity for the Funk Mafia as a whole than most. Effie is intensely loyal to the ideology of the UG and the Orange District as her home, she despises the history and callous nature of the Funk Mafia, but her animosity is reserved primarily for their leadership and anyone who was a part of the chaos and original formations of the factions between '87-'99. She has to admit she’s at least a little glad every scientist who had been involved in the project was stomped out, with the sole exception of Greg Dorian who really was a true hero. James Cornell on the other hand had been an opportunistic bastard who fell back to the dark side and embraced his truth as a villain, unlike Dorian who did the right thing in resisting his oppression. If one was not an adult member of the Funk Mafia in '93-'99 she probably ultimately feels sorry for you. She's likely to be guarded, judgmental, and even mean to a junior member of the FM, but not spiteful or aggressive unless such a response is well deserved by fault of character and bad decision making.

She treats Squares and Jamdeaf as full equals and judges Roller Banditos as she might a younger Funk Mafia underling, entirely dependent on their personal crimes and behavior.

In her heart she wishes she could save those swayed by the power and prestige of the leadership in purple district. She truly views the less guilty as undeserving of rage that is better directed at getting things done and taking down those who most have it coming. She's well aware that her specific vibe is something to be taken advantage of in a fight and has in part kept it concealed up until now for that reason. That being said, she's ready to use it now and that sweetness offered to everyone can be just as much a trick as it is a treat.

A highly supportive friend! Literally.

In X079 a bright-eyed couple are invited to live in a newly developed island community. The marine biologist Charles Milo Wisender arrives with his very pregnant wife Lorelei in the first batches of people, all too ready to start a new life and study the ecosystem of an isolated island. They are part of Test Group 2 in the Orange District. Effie was among the very first to be born on the island.

She was seven years old on V-Day.

Is seemingly the last remaining member of her family now with both parents gone and absolutely no connections whatsoever to the outside world. The only people who would have even known her father were other adults in the city before '88 (the year he disappeared).

Was a rather dark and angry teenager before the war, which may have prevented her from really being able to access her vibe. She absolutely got into skirmishes with kids from the other side of the tracks during the division years and the ages of 10-15 (the rebellion, the starvation period, the founding of the factions). She was 20 during the war and then lost her mother too, who by that time had became an exceptionally angry person herself and dedicated freedom fighter for the UG.

Effie spent a long time after the war just blending into society and keeping a low profile: going to school, not engaging with others until she hit college. It took a while for her to find her true style and discover what she could do, but even when she did she still didn't let on for some time yet.

Somewhere along the line she got tired of being a barista barely making enough cred to get by. There was something that lit up in inside of her and brought out what was once a far more suppressed personality, ripe with motivation and star power. It's an incredible thing when one trades anger for determination.

Effie wants more and is finally willing to fight for it. She didn't need recruiting once she decided as much: she basically kicked down the door and apologized for being late to the party, considering herself already 'grandfathered in' by her loyalty to the district and her mother having died in the war. She had never really been the Square she had perhaps appeared to be.

• There are rumors she used to be a sullen, somewhat reclusive goth - that can't be true, can it? Those who went to high school with her in the Orange District will know. She was never shy, but had a lot of baggage and couldn't escape her own internal world.
• She still lives in the apartment housing that was provided to her family back in X079 and has gone out of her way to keep it and what they left behind in her name.
• She's looking into those rumors about a long-haired figure in the UG gardens at night.
• It's said she wants to leave this island, even if that means she loses her vibe and/or can't ever return - she wants to see the world, if it's still there to be seen. She yearns to know the truth.
• A little bit too free-spirited perhaps: she can be more friendly to other factions than she should be and seems to be a bit of a conspiracy theorist when it comes to the technology and history of the island. What kind of weirdo doesn't trust a machine that's there to save their life?
• Is incredibly vulgar and will cuss you out in the sweetest manner you have ever seen a cluster f-bomb dropped.
• A member of the Funk Mafia may not wise to let their guard down just because she's being kind on the surface...
• Not all her family died directly due to events in the city - her father tried to leave the island in X088 and was, of course, never seen again. What he thought he was doing remains a mystery.
