Citizens are the basis for most normal folk and possess only the bare minimum amount of genomes, yet the maximum that is considered to be healthy for a person to have. Apart from having a tail, they always look and act completely human while in human form and do not have any animal mutations, physically, mentally, or otherwise.

Citizens make up most of society, from the workforce to organizers and more, and keep the proverbial wheel of civilization turning.
