I am sure those who play that setting can develop it further, I don't have steampunk characters, and basically know nothing about it. I just vision this epic machine slowly walking over dunes with red-yellow sunset behind it... Mmm, wish I could digital-artsy it up. xD
The sky kingdom could actually be dangerous to the other kingdoms, since it could just crash down and do major harm to other countries, maybe it also affects weather somehow, before sending rain or drought to kingdoms that needed as a 'blessing' of sorts (they believe they are quite direct angel/deity descendants), but now messes everything up.

Actually, in my head-canon from which the Kingdom of Terel'Liren is taken, there's a race of winged humanoid (Well, anthro-birds, but winged humans works just as well) called Ikari, who once existed in the far east. They had great floating cities that travelled nomad-like across a vast plain in the north-east of the ancient world.
In that particular setting, the Ikari were wiped out when the Great Cataclysm that destroyed the Terelain First Kingdom also altered the magic holding up the cities, causing them to fall and be destroyed. The plains were then later swallowed by the northern ocean.
The Terelains might mistake this floating city as an Ikari settlement that somehow survived, (whether true or not) which would make them more willing t help out, since they'd think this sky kingdom was another surviving remnant of an Elder Race, like Terel'Liren is.

Which could be sort of true, since... Well, the race I imagined there long ago is sort of anthro bird, or at least human with huge wings. xD So, sort of maybe magically altered descendants or some humanoid group who found remains of a city and got magically altered? xD I don't know, but hmm, sounds nice.
Floating city? Oh yeah, that's badass! Though the spider sounds epic, I have my doubts on how balanced it would be. To me it sounds like a walking city could pretty much trample over anything it doesn't like, and in a mostly medieval world I doubt there's anything to stop it either.
You've got a point, but it doesn't have to be all evil to trample over fields and other cities. xD Besides, it's not kingdom sized, despite being a kingdom on its own. It could have their own science people, gnomes and the like that are fully focused on their crafts, but therefor TOTALLY dependent on the stuff other kingdoms provide them - food, materials for craft, coals, etc. They have the skills to give others awesome stuff, but others need to give them the materials. A circle.
