Because Epic Week is designed around team work, you can never apply a buff to yourself, you can only apply a buff to other people.
You can buff other players who do not currently have a buff once per 10 turns. By default, everyone can provide a minor dodge buff. Anyone carrying a throwing oil in their inventory can also use that item to provide a more potent buff to dodge, attack, or damage resistance.
