The year is 1997
Engineers from a secret society begin constructing an underwater city codenamed: Atlantis. The end goal is to have it be a paradise and haven from the chaos of the world outside for the financial elites. Construction begins in the mid-Atlantic near the equator. It is kept hidden for many years, even from those it was designed for. In what could be considered a miracle of engineering itself, the city is built within 20 years. It is about a quarter the size of New York, with almost all the accommodations to match. A hired workforce of 30 thousand is made to maintain the underwater paradise, with many millionaires and billionaires alike pouring in and out of this vacation retreat. It is seen as another Wonder of the world by those who know of its existence.
Cut to 2023.
Tensions between countries have grown increasingly thin. A trigger-happy nuclear arms country launches their ordinance at their rival country, setting a chain reaction which causes a nuclear war. As the world is thrown into chaos, the old patrons rush to their shelter. 50 thousand of the worlds richest live to make it to the shelter. As more and more of the wealthy start dying, the shelter is willing to take those fortunate enough to catch a ride to it. Another 200 thousand people manage to make it in before the city is forced to close their gates due to the situation becoming critical.
2024.
Status of the surface world is unknown to those beneath the waves, however, if they were to swim to the surface, they would see a very grim reality. Why would they need that, however? Life beneath the waves is heavenly. There is a balance between work and play between all men women and children as they learn to work together to survive. The city is entirely self-sufficient. It has plenty of farmland in order to raise livestock and plant life. Artificial sun lights are placed throughout the facility. The facility is powered using a complicated system of water power, and ocean water is filtered and treated to be fresh. Life couldn't be much better for the inhabitants.
2037
Many children have not seen the surface at all in their lives. That isn't the issue though. The issue is that of a sickness. The 'sickness' plays on people's dislike of having a cramped living space, despite there being more than enough room for everyone there. It makes them extremely territorial and aggressive. Yet again, the wealthy have somehow managed to separate themselves from the commoners. While the middle classes are fighting amongst themselves for simple things which they don't really need, the wealthy are enjoying lavish parties. They have taken special care to preserve the agricultural and power sectors.
2051
The city has grown into two distinct areas. Separated by many defenses, the rich have enjoyed a boom and growth the buildings they possess. Their buildings are big and lit up, life continues as normal. The other half lives in a run-down environment, and while the 'sickness' has passed, the damage has been done. It's a eat or be eaten world on the other side. The unfortunate souls that live in despair only receive limited amounts of food from the farms every month. (imagine a Bioshock town in the middle-class sector, except the whole facility is one big thing, minus the loonies and eve).
Sick and tired of their conditions, a resistance group has risen up in order to restore equality they call themselves the Risen. They are looking to free themselves from the shackles the people before them bestowed upon them.
You are a commoner seeking the perks of living a normal life. Will you sit idlely by going off of your own agenda? Or will you join the resistance and fight for the lifestyle you want?

I understand we all have busy schedules, but posting should be pretty frequent if at all possible. Light romance is allowed. Makeouts are probably the most graphic thing to go into detail over, anything else shouldn't be described in depth. Preferably human characters.

On very, very, rare occasions there may be unexplained, POSSIBLY supernatural events. Minor "environmental" magic. Perhaps implies the existence of a deity or supernatural entity. Or perhaps it's just tricks?
Near future, perhaps cloning and genetic manipulation
Unrest may be part of the setting, but any scenes that happen to involve combat may be summarized.
