The Smalltalk forum is usually a good place for those kinds of discussions! I guess it could also technically go in the Arts forum (?) but that I more for sharing artwork than media discussions, but I'd say Smalltalk is your best bet.
Using the search for 'Rant' and then setting it for Forum Posts, it appears that most Rants over the years are posted in Smalltalk.
Of course, character rants are usually posted in the character's journal widget on their profile.
