I've been desperately looking for a Sebastian Michaelis, but been having struggles finding one. I know that Fandom RPs are not really a common thing on RPR, but I would still like tips to try and find a Sebastian character.

I've tried RP ADs (in-which one is currently up right now), and personally seeking out Sebastian characters (most are played by inactive users).

Is it better to try seeking Black Butler fans first, then try and suggest playing as Sebastian?

I don't know jack about Black Butler, but I think you may have hit the nail on the head. I'm in no way going to advertise every canon I can play or build a profile for them, but if someone asking for Discworld RP wanted to interact with a Sam Vimes right now, I'd be on it like a shot.
