The SCP Foundation: strongly against magic users who are not one of them or they know their magic and how to counter it, they create dark sites around the universe only accessible to them (lead by an Unknown administrator and have anomalous soldiers)
The SRA; Science rebel alliance hate the EVA and will do anything to end them have massive areas both on and off the galactic map, control industrially made metal planets in the core worlds with a few outposts
The EVA: Earthen Visionary Alliance, believe that science is a excuse for lack of knowledge and belief they control minor systems. (basically opposite of SCP)
Space XENON; Want Human-Alien Rights and focus on advancement of technology and magic knowledge Controls SOL and other ORION Spur Systems
the dark spiral; They are outlaws who have conquered massive areas of the outer rim who hate all non humans and will kill any unknown ships on sight,

Magic is very common. Magic-tech, grand floating islands, forests that sing, magical creatures may be an every-day occurrence.
Far future, perhaps interstellar travel (faster than light)
