Am I supposed to be able to receive email notifications when someone responds to a PM? I sent someone one yesterday or so and got a notification when they responded, but today someone started a PM convo with me and I haven't gotten any notifications. I just joined this site on Friday so I don't know if this is a problem or just how it works.
It's all good, no worries. Everybody is new sometime. Under your account settings, there are options for setting up email notifications - it's just a little set of checkboxes. Open your site menu, hit Dashboard, then account/your settings.
Email notifications are also not sent out immediately, but in 15-30 minute increments. It may also take a bit for your email provider to notify you that have mail, or maybe it ended up in your spam box.

Under your settings (Dashboard > Your Settings) you can set how often you want to receive emails and for what. If you read a PM, view a topic etc. before the email gets sent out, it will cancel emailing you because you already saw it. We had a really bad spam issue with all the notifications the site sent out, so this is how the system works now.

I didn't see anything about PM notifications, all the options are checked. Is it not an option or am I just not seeing it?

One thing that often confuses people is that we don't send out email notifications instantly when something happens on the site. We check to see if you have something you need to be told about at certain times of the day, and then send you a single email about anything that happened in relation to you that it doesn't look like you've already seen to prevent flooding you with email spam.
So if you happen to already be online and chatting with someone, you probably won't get any email notifications about that conversation, since when we do the check you'll most likely have already seen all those messages.
You can adjust how often we check to see if you have relevant activity by setting the option "Notify me of activity by email at most every..." if you'd prefer we send emails faster or slower.
