Is there a specific forum that would be best to upload guides?

I've seen things along those lines appear both in this one and, maybe more often, over in Art & Creativity. 
There are also folks who'll set up a "character" to actually dedicate to fancy BBCode template bits and whatnot, too; I think that might even be the most common way such things get shared here. I did something a little like that myself for a linking tutorial, although I was pretty lazy in how I set it up.
