So, this is sort of based off of a light novel I read called Arceus in pirates. This time, it's in the Naruto world.
Ic- An egg with eighteen plates fell from the sky and due to the gravitational forces seventeen of the plates fell to different corners of the world. The only one that stayed with the egg was the fire plate. As the egg was found by a clan she(yes, i am making arceus a female) bestows fire abilities to the clan patriarch which, caused this clan to believe she was a god.

Iron age
Combat is woven into the storyline and could come to the forefront if the characters seek it out.
Romance is desired but not required, and will balance evenly with other plot.
