So can anyone tell me what people do when starting a roleplay give me a template for making a roleplay and if I prefer my own thing I may just do that depends on how everyone does a starter

You talkin' about a private 1x1 RP, or a public one with multiple people?
If it's 1x1 just talk over what you want the setting to be with your RP partner. That's all I ever do.
To make a relationship connection between two of your characters, go to the character's profile page and look at the top. Find the button that says "+Connect" and click it.

Zaade is totally right, just talk to your partner and make up things. There are templates, examples or started RP's all over, just ask and see.
If you have any trouble, RPR has a wide HELP section, go through it, it is really interesting.
Everyone does different starters, I propose you to go through the open Forums and read, there are so many RP's started, even for some events on the forums like "Meet Cute" or "Summer Soirée", even "Trick or Treat". go through it all, get inspiration or (I think I said that before) ask, post a question like you did here, contact those you find interesting, don't hesitate
