I'm new and I was curious as to if you can have private RPs. Could you have a RP that is 1 on 1?
Yup, you can!
You can create a public forum topic and put (1x1) in the topic title, that way people will know it's private. (You can't RP anything over PG-13 on the public forums though, even in private RPs, as they're visible to everyone.) You can also RP through private messages, you can go wild on whatever you want to play as it's just you and your partner who can read it. Lastly there are groups. You can setup a group for yourself and a partner, or join an existing group and play with only one person if you like. A group needs to be labeled for mature content if there's any.
