Possible war setting in the 1900s behind big powers in the underground world or somewhere along those lines. Characters not limited to vampires and werewolves. Flexible with my options so as long as there are vampires and a concrete and somewhat austere plot.
Magic may be accepted as truth but is not common. It might be harnessed only by specific beings. Lord of the Rings, Game of Thrones.
Industrial revolution
Combat is woven into the storyline and could come to the forefront if the characters seek it out.
