On Earth-2230 an unspecified event occurred on December 31st, 2005 A.D. In which most of humanity is forced to live over 4 Kilometers above the earth's surface, there are two ways of life on earth, people that live on the Earths surface where they life a lowly dieselpunk life and the people that live in the cities that are in the sky who live a complex futuristic life. On Earth-2230 it is currently the year 2017. You are one of the many people that either lives on the surface or lives in the sky.
On very, very, rare occasions there may be unexplained, POSSIBLY supernatural events. Minor "environmental" magic. Perhaps implies the existence of a deity or supernatural entity. Or perhaps it's just tricks?
Near future, perhaps cloning and genetic manipulation
Combat is expected as part of the storyline but it won't dominate the plot.

It had a similar build, people of wealth live in the sky, middle class live on ground level cities, and the poorest live in the ground level wilds. It was a stylized and dark, but without being cyberpunk. Also it was porn.
That's odd, because on earth-2230 if you wanted to live a peaceful life you're better off living on the surface because of the crime rate in the cities in the air are like that of before, during and after the American civil war.
The sky cities have a very low population compared to ground level cities in Thorn-E. Beyond that all those that live their are basically untouchables, so nothing they do counts as crime. The surface cities by contrast are heavily populated by people, and the crime rate is fairly high. The surface wilderness does have a low crime rate, that is mostly due to a low population due to disease, depredation and exposure.
Well, 5 billion out of 6 billion live in the sky on Earth-2230
Plus on the surface the crime rate is almost nonexistent, even if technology was brought back to the diesel boom-era.
Just to be clear, diesel punk is 40's/50's level technology right?
