Does blocking someone prevent them from using your templates?

Good question! I had to double check this. The answer is no; blocking only prevents a person from taking actions that would send you a message.

I was wondering if it was possible to have a flavour implemented for the access like 'everyone except the following users'.

oooh, boy. It's probably possible but I have to think long and hard if this is the best way to go about it.
