Premise:
The distant cracking of coals and the hiss of steam fills the cobbled streets as factories rise seemingly overnight, filling the skyline with tall industrial chimneys and dark plumes of smoke billowing up into the sky. Railway tracks are being constructed, and the hulking engines that will run along them half done already, and the city hangs on the verge of a new Era which it is awaiting eagerly.
Magic is a dying breed now, with the steady incline of technology appealing to those who possess no other power. Times are changing rapidly and there is no longer a place in this world for those who posses any magic ability. They are slowly but surely ostracised, eventually resulting to revolt which results in a small-scale civil war. With the monarchy at the time being strictly non-magical, and small scale protests from those who are growing slowly, magic is eventually outlawed city-wide and those who continue to practice it reprimanded.
Slowly, reinforcements to control the lingering magic backlash are put together. A small, specialised company of Knights are set with the task of keeping the Royal Family safe and maintaining extremely high standards of security around he palace. Known for their stone faces, brisk combat skills and discipline, they are the undisputed best of the best and specially trained to face those who use magic. Another branch of Military Police officers control the streets, making arrests and keeping a feigned sense of calm among civilians. They have a reputation for being brutal and trigger happy when it comes to dealing with magical beings, often throwing those who merely question their actions by reason of conspiring against them. It is whispered, away from their ears, that they run on paranoia and fear above anything else.
Starter Ideas:
1.) It is tradition every two years for a ball to be held at the palace to give the Royalty a chance to mingle with the current aristocracy; Earls, Dukes, Businessmen, Nobles, etc. Despite numerous advocates in favour of cancelling due to the current state of the city being more than a little tense, the King is adamant for it to go forward.
For the sake of security, a Royal Knight is assigned to the young Prince/Princess to accompany them during the week leading up to, and throughout the festivities.
2.) The jails made to house magical prisoners are known for being some of the most isolating and brutal. Run by the Military Police, there is little leniency, even those who are non magical sometimes being held captive there through misunderstanding. A human finds him/herself in that exact situation, being imprisoned wrongfully, amongst magical users.
a.) They catch the attention of one of the Officers, starting a conversation and eventually becoming secretly close. Some of the other prisoners seem to notice, however.
b.) Luckily for them, it seems some kind of breakout was planned amongst the prisoners and kicks off just as they're being admitted to their new cell. In the crossfire he/she runs into one of the magical escapees, the instigator of this whole escape nonetheless! Confused and shaken up, a riot runs rampant around them both.
3.) Anything else!
I'm open to more ideas and will probably add more to this as I think of them, but of course I love other people's input too, especially if you have a particular character you think would fit into something else.
Smaller suggestions:
* A group of magical rebels set out on a plan to sabotage a factory that has just started operating recently. The factory could also be switched for a train heist or similar.
*Under circumstances to be announced, two people end up meeting. They become incredibly close. However, it transpires that one of them is actually magical and living undercover. (This could be used in conjunction with the Royal Guard plot, where the guard is a mage or something similar trying to hide from arrest and live normally)
*The hunt for a magical shapeshifter (werewolf, etc) has taken place. Military police are dispatched one night to track it down and kill it.

Magic is rare, but not unheard of. Mundane characters may or may not believe in it. Magical characters may form small and exclusive pockets for study, protection, etc.
Industrial revolution
Combat is woven into the storyline and could come to the forefront if the characters seek it out.

I am fine making her human if you wish for me to, though I would like to have her as a dragon if that's ok. She normally stays in the human form, so it's not something she likes to show.
