This link has most of the details on editing characters. Oddly, it doesn't mention anything about the character icon. (I added the screenshot to the help article commentary)
When you go into the edit page of the character, there is an 'Icon' text link (to the right on a computer; at the bottom on mobile devices). Click that and an 'upload' prompt will appear. Recommend having a square photo to upload.

It's best to resize the image to 95x95 px in an image editing program before uploading it rather than use the site's resizer. RPR's resizer works in a pinch, but it does mess with image quality.
Sometime I also need to sharpen the image a little once I've resized it in an editing program, because sometimes some colors just kinda blend together anyway when shrunk down that small.
If you don't have an image editing program already, ones like Krita and GIMP can be obtained totally free, totally legally.
