For those of you wondering how this answer could be arrived at, here's a quick explanation.
The Scut'el’s first successful flight of a Faster Than Light vehicle was performed by the Leap 3. The Leap 3 opened whole new star systems and worlds of possibilities for the Scut'el. One of the three crew members on board that flight was Noanh. Many more faster than light trips followed this first initial endeavor.
The Noanh elementary school is the first Scut'el school built on the RPR, and opens new horizons of learning to the children that it serves. Demand for educational services was predicted to double in the month after it opens, so certainly it will not have been the only school that was built.
The elementary school held the name of a famous crew member, and the vehicle actually held the crew member.
