Reaper is a young appearing Angel/Shinigami who can be summoned by anyone, but only certain peoples request in plea will be accepted by him. Now stealing the soul, and killing somebody isn't his only strategy for his customers. He can wipe the memories of people.
He can make his wings disappear temporarily, and manifest a scythe at his convenience. For all you know...he's just another citizen until you know him better.
