Whenever, within reason

You can plant them at any time, but I'd focus them on the sci-fi tree right now, since the other one is overrun by kudzu.

I could use them, but they'd be gone in a heartbeat and I'd still be <20 HP

I don't see an option to be able to give things from the treasury anything though, so that is what confuses me.

Also, the hats don't heal 15 HP, they seem to heal 1d15 HP

It's at the very bottom of the Treasury, "Give Items"
