Hello! I think my character Neiada would fit this just fine. She's the princess of Da'kgat, an underwater kingdom composed of amphibians. Their country is rather rich and expansive, having conquered most of the seas and having spread their power to some kingdoms on land.
Neiada is rather rich herself due to her being a rogue and royalty. When not going on on her own adventures, she mostly goes back to the palace to fulfill the duties given to her by her sister or more known as the queen, so I think this is the kind of thing her sister would be too busy to attend her self so she'd end up sending Neiada to do it.
