I was thinking about having my character(Rachael) who suffers from severe OCD along with amnesia find herself wandering the almost empty streets at the dead of night, that is when she runs into your character..
[Maybe a sadistic demon? It doesn’t have to be a demon, maybe a vampire who finds humans just like insects? Anything supernatural. And kinda sadistic or evil

Magic is rare. Some of the players might have it. There may be sages or other magical figures that could be sought out for tutelage.
Industrial revolution
Unrest may be part of the setting, but any scenes that happen to involve combat may be summarized.
Romance is expected but not required, and will be accompanied by other plot.
