If I bought 7 pages from the shop does that apply to every character I have?

I believe you have to use a page for a specific character to add a top-level page for that character.

So are you saying if I have a page, I can choose to use it on one (of any) of my characters (or a group)?

Just making sure because I assumed pages only went to individual characters in the first place but it says it's for "users" in the shop.

I'm pretty sure group pages are group-specific, but character pages are account-wide. How many pages you can have on character profiles is included in the account info.

Zelphyr has the right of it. It will apply to every character you have.
