I'm leaning toward it being a group.
I'm back to focusing on the Pantala dragons, because it seems right. There was a resistance group, Chrysalis, whose largest population was housed in Bloodworm Hive, and the Hive was destroyed, burned.
Dragons involved: Hemlock, Pokeweed, Grayling, and Bryony; Sundew was in on the plan but did not participate in the burning itself, and Blue provided something used in the burning but didn't know what it was going to be used for.
All of them seem to be alive, still, but did they have to kill anyone in the process?

YES! Great job! I knew once you cracked the secret of the cell you'd have it in a jiffy!
It took longer than you might think - I've been noodling away at Bloodworm Hive for a couple days after seeing that it got burnt in a response to tyranny. 
Once I connected the 'killed by their name' part to "oh wait, hemlock's a poison", then I spent a while trying to figure out if any dragons had been poisoned by hemlock..........
