These are harder to collect, so definitely aim for the people goal first!

Those little shards and the radioactive scrap are about to get in short supply.

They already hadn't been super common, and bottles are even harder to come by.

I have one empty bottle. Who wants it?

I have two yellow oil bottle in inventory, save them for the collection

I put mine on display so I don't inadvertently use them buffing up people.
I had a message in a bottle so I read it and now have 2 empty bottles for anyone needing them.

How do you get those bottles?

You need an empty bottle and some iridescent space crap (3x) and craft throwable yellow oil. You can craft an empty bottle with sand or three solar panel shards, or open a message in a bottle 😉

I have some spares for people who haven't given one yet, and a few empty bottles were added to the Armory.

It takes 3 pieces of irradiated space junk, though.
