People take stuff out of there very regularly.

Any particular reason some older crafting ingredients aren't usable this year?
A lot of the stuff that isn't usable was used in the specific frost bite potions and blight be gone that were just for the Frozen North and walrus game, and those aren't part of the mix this year (back to stimsprays which work for all status effects) so the things for those recipes are also not in play right now.
But what about things like the lapiz? That's an old blue potion thing.
And in previous years, it seemed like if we had past ingredients, we were still able to use them.
Yeah. Just trying a new balance on some of them.

I lost 3 rocket launchers today, guys. Ouch. And like 15 scrap, too. All my fault, as well, but I also sent through 2 rocket launchers and some rayguns, and at least 27 scrap... and counting!!! >:]
