Yeah, when it's Moa with the good deal, I'll sometimes try to send things to a Moa loyalist.
I had 39 hats and am now down to 1. I could still do 7 more gun repairs with enough hats

You check the Armory? It's been having them a little more often than in the past. Possibly because I'm not stealing them all constantly (and potentially making others horde them harder).
