You'll find that RPR is very easy-going right off the bat. But the forums stay pretty active in certain areas regularly. A lot of people love to build characters here and link them to their Discord role-plays or other places they station at for their good-times. I do all of it. I am a member of a few groups here, Discord, everywhere pretty much, but I will always call RPR my home!
